2022 proved to be another year in which our community responded to the challenges of what<\/span> many now call the \u201cperma<\/span>–<\/span>crisis\u201d. Whil<\/span>st<\/span> our community<\/span> exited the immediate<\/span> threats of<\/span> COVID<\/span>–<\/span>19 with a return to the \u201cnew normal\u201d of hybrid<\/span> home<\/span>–<\/span>working arrangements<\/span> and a<\/span> new conversation on<\/span> how<\/span> \u2013<\/span> and<\/span> how much<\/span> \u2013<\/span> travel<\/span> should be<\/span> done,<\/span>\u00a0new challenges rapidly<\/span> arose with the new year<\/span>.<\/span><\/span>
T<\/span>he Russian invasion of Ukraine<\/span><\/span> in its horrible form<\/span>,<\/span> along with the economic side<\/span>–<\/span>effects<\/span> such as<\/span> the developing energy crisis and supp<\/span>ly chain issues<\/span>,<\/span><\/span> deeply<\/span> affected the G\u00c9ANT<\/span> community<\/span>.<\/span><\/span>
With Russian tanks crossing the bo<\/span>rder<\/span> to Ukraine on 24 February 2022, our community<\/span> woke up to the reality of one of our member NRENs, URAN of Ukraine, being<\/span> under attack<\/span> and<\/span> at war. In collaboration<\/span> with the Vietsch Foundation, G\u00c9ANT was able to set up a<\/span> support system for the CEO, staff<\/span>,<\/span> and equipment of URAN immediately. This lessened the<\/span> economic hardship of our colleagues in Ukraine and showed the level of community<\/span>–<\/span>spirit,<\/span> friendship<\/span>,<\/span> and solida<\/span>rity we value in our global community, which<\/span> again and again<\/span> proves to<\/span> be<\/span> not only<\/span> one of our biggest strengths<\/span>, but also an ongoing driver of our efforts.<\/span> In this<\/span> context<\/span>,<\/span> the removal of services to<\/span> those<\/span> organisations<\/span> under sanctions<\/span> proved<\/span> to be as<\/span> onerous<\/span> as it was necessary.<\/span><\/span>
Looking to happier moments,<\/span> we<\/span> c<\/span>ould celebrate<\/span> the first presen<\/span>t<\/span>ial TNC conference<\/span> in<\/span> three<\/span> years. TNC22 took place in Trieste<\/span>, Italy and<\/span> \u2013<\/span> as a hybrid event<\/span> \u2013<\/span> welcomed over 735<\/span> participants to Trieste with another 500+ partic<\/span>ipants following the event online. Participants<\/span> came from over 80 countries world<\/span>wide, proving again the significance of the conference to<\/span> our European and global partners.<\/span> During<\/span> TNC22, and aligned with the European Year of<\/span> Youth, we organi<\/span>s<\/span>ed G\u00c9ANT\u2019s Fut<\/span>ure Talent Programme. This programme equips students<\/span> and young professionals with presentation skills and gives them the opportunity to share their<\/span> ideas, projects<\/span>,<\/span> or research with the global research and education networking community.<\/span>
The group of young<\/span> people followed a tailor<\/span>–<\/span>made programme organised by the G\u00c9ANT\u00a0<\/span>Learning and Development<\/span> team and some students were able to present their research\u00a0<\/span>interest during the popular<\/span> L<\/span>ightning<\/span> T<\/span>alk session. In the same spirit<\/span> as<\/span> the European Commission\u00a0<\/span>i<\/span>nitiative,<\/span> G\u00c9ANT\u2019s Future<\/span> Talent Programme wants to put young people in the spotlight, empower<\/span> them with new skills, competence, and knowledge, let their voices be heard<\/span>,<\/span> and help them<\/span> build their network in our community<\/span>.<\/span><\/span>
November 202<\/span>2<\/span> saw changes to the composition of the Board<\/span> of Directors of G\u00c9ANT.<\/span> I was<\/span> honoured to be elected Chair of the Board,<\/span> taking over from Andreas Dudler of SWITCH.<\/span> Heidi Fraser<\/span>–<\/span>Krauss (Jisc)<\/span> and<\/span> George Konnis (CyNet)<\/span> joined as new members following the<\/span> stepping down as a Board Member of Kristina Lillemet<\/span>s of the University of Tartu<\/span>,<\/span> and the<\/span> previous departure of<\/span> \u00c9<\/span>ric Durieux of RENATER.<\/span><\/span>
Looking forward, our community is collaborating closely to<\/span> be ready for what we call<\/span>
internally \u201cFit for 2028\u201d. In the changing landscape of European Union and national funding, as<\/span> well as an<\/span> ever<\/span>–<\/span>growing dynamic marketplace<\/span>,<\/span> how do we as a community ensure our position and<\/span> continue to deliver seamless secure connectivity and access<\/span> for the<\/span> R&E networking<\/span> community in Europe and beyond? We will also need to keep focusing on<\/span> new compl<\/span>iance<\/span> requirements<\/span> introduced through new and comprehensive<\/span> security<\/span> legislation, starting with<\/span> the impact of the NIS2 directive<\/span> on our operations and resources.<\/span> Overall<\/span>,<\/span> we<\/span> are glad to see<\/span> that G\u00c9ANT and the community of NRENs<\/span> remains<\/span> in high demand as a<\/span> trusted partner in<\/span> many of<\/span> the<\/span> important European<\/span> R&E<\/span> activities.

2022, what a year!
Whilst it will always be remembered as the year Russia invaded Ukraine, I would like to focus on how proud I am of how we as a community stepped up to support our colleagues in URAN, the NREN of Ukraine, and how URAN successfully kept their network running despite such horrible circumstances. Geopolitics entered our community in 2022 and I remain sad that our connections with Russian and Belarusian R&E suffered as we implemented the EU sanctions. In an ideal world, and as a research and education networking community, we would of course prefer that geopolitics plays no part and that all researchers and students in the world can at all times collaborate with one another. The reality is different, and we all hope for peace as soon as possible.
Highlighting again how close our community is, we had our first in-person TNC again after the pandemic and it was truly wonderful to see colleagues and friends again. For the first time we ran a CEO-track bringing together the CEOs of 60 R&E networks from all over the world, further strengthening the web of trust between us and discussing the most important issues we are jointly facing. In Trieste we also launched the next-generation G\u00c9ANT network, fully funded by the European Commission. This new network, based on fibre and spectrum, allows us to provide a future-proof and resilient infrastructure to existing R&E collaborations as well as to future programs such as EuroHPC and the European Open Science Cloud (EOSC).
2022 was another successful year also for our Trust and Identity work: we successfully deployed six new services; InAcademia became self-sustaining in 2022 and saw a record 1000% increase in validations for users from the nine participating NRENs; and eduroam and eduGAIN continued to steadily grow with new NRENs participating and more user authentications \u2013 we reached 6.4 billion authentications for eduroam alone in 2022! Also, we are now a partner in a successful bid for the DC4EU project that will create pilots for the use of EIDASv2 and the European e-Identity Wallet for education and social security.
The OCRE project successfully finished, and the OCRE Framework services became available through the EOSC Future project in the EOSC Portal. Over 2021-2022 the yearly consumption rate within the OCRE Framework saw an increase of 45% on cloud services used by the R&E community. The OCRE Framework currently has over 800 R&E institutions as active users spread over 26 different countries, and still has a great growth potential for the coming years. In 2022 the OCRE Framework has been used to procure on behalf of 35 R&E Institutions, adopting the cloud funded by the European Commission. G\u00c9ANT has run 17 mini-competitions and multiple direct awarding procedures on behalf of these R&E institutions enabling them to consume approx. \u20ac10M worth of EC funding through the OCRE and EOSC Future projects.
At the end of 2022 we finished the GN4-3 project and started the GN5-IC1 project, the first project under our new FPA. The first round of the G\u00c9ANT Innovation Programme delivered a whole range of outcomes in early 2022 and proved impressive enough to continue with the programme in 2022 and to see again many new projects awarded.
Resourcing remained a challenge in 2022. There is still a huge shortage of talent and manpower that G\u00c9ANT is trying to cope with. Together with the NRENs we need to face this challenge to make sure we can deliver on our commitments and work is underway to address that.
Last year I expressed the hope that next year would be more positive for all of us. Following the<\/span> Russian invasion of Ukraine<\/span> in February 2022 and a<\/span> month of shock, staff<\/span> displacement and network outage<\/span>,<\/span> URAN<\/span> (<\/span>the Ukrainian Research and Academic Network<\/span>)<\/span> regrouped and started looking<\/span> at their activities<\/span> and next steps<\/span>.<\/span><\/span>
The main goal<\/span> defined was<\/span> to keep the human network alive and try to patch and recover<\/span> services where possible.<\/span> Even though<\/span> URAN\u2019s 100Gb\u00a0 connectivity to Poznan<\/span> was<\/span> down at<\/span> the start<\/span> of the war and the second 100Gb link out to Moldova experience<\/span>d<\/span> regular ou<\/span>tages<\/span>,<\/span>
overall,<\/span> the connectivity throughout 2022 was maintained and more stable than perhaps<\/span> expected.<\/span><\/span>
However, the m<\/span>ajority of URAN\u2019s userbase<\/span> was no longer<\/span> operational<\/span> and<\/span> URAN\u2019s main user<\/span> and largest R&E traffic generator Kharkiv Institute<\/span> had to<\/span> stop its exchange of data with<\/span> LHCONE.<\/span> In consequence,<\/span> URAN<\/span> was<\/span> experiencing a<\/span> serious<\/span> cashflow deficit<\/span> and was unable<\/span> to pay salaries to staff<\/span>.<\/span><\/span>
In order to help URAN in this situation G<\/span>\u00c9<\/span>ANT<\/span> took<\/span> the initiative<\/span> in April 2022<\/span> to establish a<\/span> project with the<\/span> Vietsch F<\/span>oundation.<\/span> This project<\/span> supports<\/span> URAN<\/span> to survive the war, to <\/span>maintain their human capital and operations where it is safe<\/span><\/span>,<\/span><\/span> and to rebuild as soon as that<\/span> is possible.<\/span><\/span>
